According to the latest returns there are 807,471 paupers in England, 07,947 in Scotland and 97,587 in Ireland, sup ported at an annual cost to the public of .'$67,000,000. A serious part of the prob lem is that the number grows no smaller from year to year. The frequent and radical changes of weather lately have been the cause of an unusually high death rate in Portland. So far this month there have been over seventy deaths, while in 1900 there were only sixty deaths during the entire -month of February. An American company has offered to construct thirty bridges on the Uganda railway in Africa in forty-six weeke. -British bidders wanted sixty weeks to put their material on shipboard. The -American workman gets the best wages ing the world and richly earns them. Our best foreign customer is Great Britain. Canada is third on the list. .Australasia ninth, British Africa twelfth, British West Indies twentieth, and British East Indies twenty-third. LaH Monday, according to the Jour nal, the Chinese residents of I'rineville celebrated their new year by inviting everybody to a fine dinner at the Prine vllle Hotel, to which invitation nearly 200 people responded.
